Position Overview:

The collection and need for data continues to grow exponentially in organizations. Increasingly, data itself–outside of application–has values supporting organizations mission and activities. Data has even more value if it is readily available, easily found, and easily re-usable for new applications.

RSA has a clear a vision of data managed as and asset and data-driven decision-making. The Chief Data Officer is the role primarily responsible for operationalizing that vision. In essence, managing data as an asset means improving integration between siloed databases and data stores; making information/data easier to access by our business colleagues, making it easier for analysts and policy makers to quickly access and transform data into the new formats and knowledge. It means lowering the cost of consuming and using data as our data assets continue to grow.

The Chief Data officer’s role is part data strategist and adviser, part steward for improving data quality, part evangelist for data sharing, part technologist, and part developer of new data products.

The Chief Data Officer role shall seek to:
• Support the analytics agenda of RSA by providing timely, aligned and high quality data from our source systems
• Decrease the cost of managing data and increasing the value of the data we have
• Improve how RSA collects, uses, manages, and publishes data
• Lead the RSA efforts to track data collections, data purchases, databases, physical data models, and linkages between datasets
• Improve data quality and how we measure data quality
• Ensure data is available, reliable, consistent, accessible, secure, and timely to support the mission and activities of RSA
• Align and standardize data models
• Chair the enterprise data stewardship council

What you will achieve in this role:

Specifically, the responsibilities for this role include those shown below.
Data Standards
• Establish, maintain, enhance, publish and communicate data standards for RSA to all stakeholders in the IT, Digital and business line organizations. In particular, establish a framework of Data Standards, Communication and Consulting to enable compliance by the IT community with the objective of making it easier to succeed than to fail, easier to comply than not.
• Establish an Enterprise Data framework based on appropriate model(s).
• Establish Enterprise Data elements to address Business, Information, Application & Integration, Technology and Security.
• Provide a roadmap for full delivery and periodic review and, where required, revision of data architectures.
• Maintain a strong awareness of regulatory changes or amendments in order to ensure ongoing and future compliance. Conduct yearly Risk Self Assessments.
Data Governance
• Ensure that corporate standards and appropriate data standards for applications, databases, software across RSA are met and ensure that architectural decisions take a balanced view of short term and long term data management objectives and are aligned to strategic Technology Transformation, Business Transformation and strategic business architecture/model. Where possible, ensure that both short-term and long-term values are delivered.
• Establish and manage a Governance Board with both IT and business involvement which will direct Enterprise Data programmes and inspect, review and endorse (or reject) IT initiatives based on conformance to business requirements (including “non-functional requirements”), functional solution quality, architecture, delivery quality objectives and established RSA and industry standards.
• Review and approve/modify the data components of each project/initiative and across the programme portfolio as described in the business cases and subsequent project and design artefacts.
• Identify and report on gaps between business data requirements and delivered solutions to ensure all such variances are agreed by business and IT.
• Identify where technologies and requirements overlap across the portfolio, ensure that there is alignment with the Technology Transformation programme and roadmap and business strategy/architecture
• Address high level strategic data issues including the objectives and priorities or matters of significant risk to the programmes and the company to leaders at a senior executive/management level
• Ensure data architecture meets standards for reliability, scalability, and availability.
• Identify data compliance and risk issues and report them to the senior IT and business leadership.
• Develop, standardize, and implement processes and procedures relating to data Risk & Compliance across the IT organization.
• Support business, development and infrastructure teams in achieving compliance with RSA Group policies, external regulatory requirements such as Basel 2 and Sarbanes Oxley, and industry risk and control standards such as SAS 70.
• Lead the development of and monitor action plans to be executed to address audit, regulatory, and non-compliance with policy requirements across the IT organization specific to data and IT Transformation areas of focus.
• Produce management reporting, including appropriate metrics, that clearly informs management as to the state of data risk and compliance
Data Solutions
• Ensure that data architectures are designed to meet evolving business requirements, Establish methodology and procedures for data management and integration in complex applications development and/or integration projects.
• Design and implement data migration strategies to new technologies for highly complex large applications.
• Work with project managers to assist in defining scope and sizing of the data component of projects.
• Establish a process for data model design and code reviews.
Technology Strategy
• Assist the CIO in creating a strategic road map for our technology landscape and define directions for the future via an Application, Data, and Infrastructure Architecture encompassing the requirements of both the internal corporate functions and our lines of business
• Assist the CIO and Chief Architecture Officer in creating and implementing an Enterprise Architecture and Strategy for enterprise information management and enterprise application integration.
• Take a lead role in assessing changes in technology and best practices and transferring this knowledge along with recommendations to leaders and technical staff as well as reflecting this in architectural direction, process and procedures within the IT group and across RSA.
• Conduct regular analysis of the Insurance industry and the technology landscape with a view to establishing trends and directions for data management and exploitation to which we need to respond in order to ensure the continued competitiveness of RSA and satisfaction of our customers.
• Establish/enhance a framework and lifecycle for the development of Data Strategy in alignment with Business Strategy.
• Conduct periodic analysis of Business Strategy and strategic directions and initiative and identify clearly (and in business-consumable terms) the data implications of those directions for the purpose of establishing and maintaining an aligned data Strategy.
• Contribute to existing Technology Strategy initiatives and evolve them according to the established/enhanced Technology Strategy Framework.
Technology Leadership
• As a member of the Technology Transformation governing body, communicate at a senior business level. Discuss and make recommendations on technology issues, their impact to programme delivery and to the long term technology strategy.
• Work closely in a dedicated transformation office with a team of senior functional professionals, along with business leaders and external third party providers.
• Identify opportunities for improvement and make constructive suggestions for change
• Assist in managing the process of change and transformation effectively.
• Participate as a member of the senior management team in governance processes of the organization’s strategies for risk and legal compliance.
• Support the compliance program / risk owners from an data perspective to achieve group business goals and legal obligations by prioritizing initiatives and assessing the evaluation, deployment, and management of current and future technologies.
• As part of the Risk Self-Assessment leadership team, develop and communicate policies, procedures, and plans to the executive team, staff, partners, customers, and stakeholders regarding data technology.
Business Architecture and Relationship Management
• Provide awareness of impact or potential impact to the business from changes in data architecture.
• Maintain active and personal relationships with business partners that result in you and your team being perceived as both as business technology partners and respected experts.
Currency and Rationalization
• Establish portfolio management framework for the data technology portfolio based on a technology lifecycle approach, to ensure identification and resolution of both rationalization opportunities and currency issues with efficiency and effectiveness for our enterprise data.

What you bring to this role:

• University degree in computer science or related discipline
• 10+ years related experience
• 5+ years in enterprise data integration
• 5+ years in data solutions architecture
• Leading technical data solution development and deployment ranging from large complex projects to quick proof of concept solutions.
• Ability and willingness to maintain knowledge and skills, continuous learning about new trends, best practices, etc. in Architecture
• Considered an expert in IT Data Architecture and Modeling.
• Ability and willingness to work under pressure, with multiple projects simultaneously.
Knowledge of agile methodology
• Detailed knowledge of standard industry data modeling, management, ETL and analysis methods and tools
• Ability to communicate clearly with technical SMEs and business partners/stakeholders
Excellent communication skills, oral and written
• Property and casualty insurance knowledge
