Position Overview:

Project Control Officer (PCO) is assigned work by the Project Manager and is responsible for supporting the PM to ensure the business needs and outcomes of the project are defined, satisfied and costs identified..

What you will achieve in this role:

This position requires knowledge of project management tools and methods, understanding of client’s life cycle development methodologies and knowledge of client business management. The PCO will have demonstrated skills in relationship building and is able to coordinate the work of one or more Project Control Officers.

KEY ACCOUNTABILITIES:
In all job functions the PCO is responsible for providing project support services to PMs, applying all project management standards and templates to support the PM in project schedule management; project risk, issues, action and change management; dashboard reporting; vendor management and budget management, including financial forecasting. In addition to the above the following accountabilities apply.

In a Leadership function PCO is accountable to:
• provide input to assigned PCO (s) development plans, recommending training and enabling learning for new or changed group members;
• assess the PCO group workload, manage priorities, and coach team members on project deliverables and work with PMs to resolve issues on project deliverables.

the PCO is accountable to:
• Coordinate activities of the PCOs assigned to projects within the project.
• Identify project interdependencies and qualifying change impact.
• Backup the PM, as required, at the workgroup and steering committee level.
• Coordinate and produce reports, minutes, actions, change notices and other information for Workgroup and Steering committee meeting
• Follow up with PMs assigned to projects within the program to obtain information.

On a Large Project the PCO is accountable to:
• Perform ongoing communication of project status, and escalating issues to VP as required.

On a Project Leader assignment the PCO performs both Project Control and Project Management functions and is accountable to:
• Identify and confirm project leads from all required stakeholders and groups to ensure responsibilities and deliverables are understood.
• Define project governance, identifying stakeholders & sponsors to form a steering committee (should it be necessary). Work with Project Sponsor to prepare appropriate information for dissemination to the Steering Committee.
• Manage project participants and relationships ensuring project teams are cohesive ad operating to common objectives and priorities.
• Work with Project Sponsor to establish the scope of the project and then managing to the established scope and budget. Ensure Project Change Notifications are raised where necessary and approved. If the scope changes identify impacts to the Sponsor. And/or Steering Committee.
• Hold meetings and work sessions as necessary to ensure that project management deliverables are met i.e. project planning, risk management, issue management, status meetings
• Provide support to Client including business case preparation and developing creative/alternative approaches to problem resolution. The focus is to be kept on overall business solutions, not on specific packages or technologies.
• Motivate the Project Team and maintaining the momentum of the Project against background of changing and occasionally conflicting priorities
• Ongoing communication of project status, completing the monthly Project Status Reports and escalating issues.
Ensure the documentation and archiving of project activities, deliverables, tools and findings for use in future projects

What you bring to this role:

The PCO should possess strong problem-solving and analytical skills to rapidly assess problem situations and creatively develop alternate solutions and approaches necessary to resolve high-level, complex problems. The individual is expected to bring solutions to the table.

Facilitation and interviewing skills are required to produce objectives and drive the benefit realization.

The individual requires excellent oral and written communication skills and proven ability to: make presentations to varied groups; deal with all levels of line management (individually or in committee); chairing meetings and dealing with vendors/consultants without exceeding authority. He/she must have an expert ability to balance competing or conflicting goals of various departments/stakeholders, requiring a mature, diplomatic approach and highly developed negotiation and influencing skills.

Strong influencing skills and negotiation skills are also critical in order to negotiate with project team members/management to acquire/maintain support and to negotiate priorities with full consideration and awareness of potential impact on business needs and outcomes.

In addition, the following acquired working knowledge is necessary to a degree matching the individual’s seniority:

- Contract Law
- Planning Techniques
- Elements of Organization and Management for large companies
- Basic statistics/operations research
- Experience in team coaching skills

Budgetary: The PCO exerts primary project control through an approved monitoring and reporting functions and through participation in a project preparation, approval and reporting cycle.

Operates independently day to day. Direction is sometimes received only at the most conceptual or abstract level. This requires the incumbent to apply a high level of insight to develop the parameters of an issue before strategies can be defined and tactics to respond are developed. A high level of autonomy is required, with the incumbent required to exercise judgment to balance the necessity of timely responses to pressing issues and opportunities with the requirement to bridge the interests of various stakeholders.


EDUCATIONAL REQUIREMENTS:
Bachelor’s Degree in Computer Science, Information Systems, Business Administration, or other related field or equivalent work experience.
PMP designation an asset or formal Project Management Training.
